Following a heavy defeat for the government in the House of Lords (which threw out the plan by 309 votes to 118) the Home Secretary has, in effect, kicked the whole debate into the long grass.

A tough decision, but in my view the right one. It seems that this is clearly a week when the government grasps a few political nettles - what's next?
